The controlled people had to pay taxes of food and resources. Because the food came in the Aztecs had to pay less attention to people and resources, and had more time to concentrate on the ever growing army because they didn't need to use their resources on anything but the army. However, in 1450 a famine struck the empire and the priests sacrificed humans to the Gods in order to stop the famine. The population went down and many became sick and died, the Aztec prospects were looking grim. Luckily, the famine went away and the Aztec power strenghthened and the civilization prospered.
